The fan speeds are controlled by going through a different resistor for each speed setting. The individual resistors go but high speed does not have a resistor. Unclip the connector, remove the two fasteners and the resistor pack and lower shroud will fall out. Check the thermal fuse and each leg through the resistor pack for any open circuits and proceed from there.
